Clean & Refresh is a cleaner that removes grease. It contains a very small amount of surfactants. These surfactants foam. You should therefore not spray SpaBalancer Clean & Refresh directly into the water of the whirlpool. However, if you spray the Clean & Refresh onto a damp cloth and wipe the rim with it, there should be no foaming.
